Construção e validação de instrumento avaliativo de programa público de saúde materno-infantil / Construction and validation of a public program of maternal and child health instrument evaluation

Este artigo apresenta a construção e validação de um Instrumento de Avaliação de Programa Público de Saúde Materno-Infantil. Trata-se de uma pesquisa avaliativa, de abordagem quantitativa, realizada por meio dos Sistemas de Informação em Saúde nos 55 municípios da 9ª, 10ª e 17ª Regionais de Saúde do estado do Paraná, nos dois anos que antecederam e sucederam à implantação do Programa Rede Mãe Paranaense. Para o tratamento dos dados utilizou-se a análise fatorial. O instrumento contemplou 22 variáveis que foram distribuídas em cinco domínios, sendo eles: Consultas e Prevenção Materna, Seguimento da Criança, Gestão, Mortalidade Infantil e Risco. Os resultados apresentados confirmaram a validade e a confiabilidade dos dados, com um alfa de Cronbach de 0,839. O instrumento avaliativo do estudo demonstrou-se útil para a avaliação do Programa Rede Mãe Paranaense e tem o potencial de ser utilizado para outros Programas Públicos de Saúde Materno-Infantis.

This article presents the construction and validation of a Maternal and Child Health Public Program Evaluation Framework. Quantitative and evaluative research, conducted across Systems of Information in Health,related to55 municipalities, which comprises 9th,10thand 17thHealth Regions of Parana State, in the two years that anteceded and succeeded the implantation of the ProgramaRedeMãeParanaense. For the data analysis, it was used factorial analysis. The instrument included 22 variables that were distributed in five domains: Consultation and Maternal Prevention, Child Follow-up, Management, Infant Mortality and Risk. The results confirmed the validity and reliability of data, with a Cronbach'salfa of 0.839. The evaluation framework of this study showed to be useful for the Evaluation of the ProgramaRedeMãeParanaenseand has potential to be used for other Public Programs of Maternal and Child Health.

Avaliação da implementação da Rede Mãe Paranaense em três Regionais de Saúde do Paraná / Evaluation of the implementation of the Rede Mãe Paranaense in three Health Regions of Paraná

RESUMO O objetivo deste estudo foi o de avaliar a implementação da Rede Mãe Paranaense em três Regionais de Saúde (RS) do Paraná: 9ª, 10ª e 17ª. A pesquisa avaliou a Rede nos anos anteriores (2010, 2011) e posteriores (2012, 2013) a sua implantação. Optou-se por coleta de dados documental, com formulário validado contemplando cinco domínios, cuja média resultou no Índice Avaliativo (IA), dos quais se considerou adequados valores acima de 70 e inadequados, abaixo desse valor. A 10ª RS apresentou o melhor IA após implantação da rede, seguida da 17ª, e a 9ª não atingiu valores adequados, mostrando necessidade de melhorar a estrutura da rede, principalmente em relação à qualificação dos profissionais quanto aos sistemas de informação.

ABSTRACT The objective of this study was to evaluate the implementation of Rede Mãe Paranaense (Mother Network of the State of Paraná) in three Health Regions (RS) in the State of Paraná: the 9th, 10th and 17th ones. The research assessed their implementation also before (2010, 2011) as after (2012, 2013) it carrying out. We opted for documental data collection that applied a validated form encompassing five domains and whose average resulted in the Evaluative Index (IA). From this IA, values above the score 70 were considered adequate, while those below were considered inadequate. The 10th RS presented the best IA after the Rede deployment, followed by the 17th, while the 9th RS did not reach adequate values, showing the need to improve the Rede structure, mainly concerning to the professional's qualification with regard to information systems.

Avaliação da longitudinalidade em unidades de Atenção Primária à Saúde / Evaluation of the longitudinality in Primary Health Care units

Estudo para avaliar a efetividade da Atenção Primária à Saúde direcionada a crianças, por meio do atributo longitudinalidade, em unidades de saúde com e sem Estratégia Saúde da Família em município do Oeste do Paraná. Pesquisa quantitativa, descritiva, com utilização do instrumento de coleta de dados PCATool-Brasil, versão criança, aplicado a 61 familiares de crianças menores de 12 anos. A longitudinalidade foi mais bem avaliada na Unidade Básica de Saúde no tocante à saúde da família, demonstrando a necessidade de mudanças profundas no processo de trabalho das Unidades de Saúde da Família para melhoria da qualidade da atenção e efetiva implementação das diretrizes propostas pela Estratégia.

Study to evaluate the effectiveness of Primary Health Care directed to children through the longitudinality attribute, in health units with and without Family Health Strategy in a western municipality of Paraná State. Descriptive quantitative, research, with the use of the data collection instrument PCATool - Brazil, child version, applied to 61 family members of children under 12 years old. The longitudinality was best evaluated in the health unit with regard to the family health, demonstrating the relevance of deep changes in the work process in the Family Health Units, for the improvement of the attention quality and an effective deployment of the proposed guidelines by the Strategy. .
